Ce projet vise l’organisation d’un séminaire “Géographie économique et de la circularité : regards croisés”, au printemps 2019, regroupant économistes et géographes intéressés par les questions relatives au traitement des déchets. Il s’agit de confronter les travaux relatifs : à l’acceptation sociale du recyclage local en circuit court avec les tensions entre les obligations légales et les souhaits de riverains et à l’organisation de ce retraitement dans les flux d’échanges et d’IDE, en lien avec les règlementations internationales.
Le premier thème s’inscrit à la suite des travaux relatifs à la dimension territoriale des politiques de gestion des déchets, développés dans le cadre du contrat PROXITER. La gestion des déchets est organisée au plus près de la production pour réduire les coûts environnementaux et économiques. Les analyses de terrain montrent des tensions entre ce principe de proximité préconisé par les pouvoirs publics et les règlementations nationale et communautaire et la proximité invoquée par les riverains, comme espace de vie et source de légitimité et de droits.
Pour le deuxième thème, nous nous proposons d’analyser le bouclage du circuit, soit le traitement mondial des déchets dans une logique d’économie mondiale circulaire ; les déchets émis au Nord sont transformés au Sud. Nous étudions l’impact des règlementations environnementales sur la délocalisation des activités polluantes vers les pays moins regardant sur la règlementation environnementale.
